The City of Hamilton names "interior alterations including finishing or partially finishing a basement or other spaces" on its [list of projects that require a building permit](https://www.hamilton.ca/build-invest-grow/construction-renovation/residential-building-renovation/building-permit). So do a walkout basement, adding or removing walls, new or relocated plumbing, and installing or replacing drywall and insulation. ## What drives the price

### Moisture, before anything else

A finished basement in a lower-city Hamilton house from the 1920s sits on a slab and foundation that were never designed to stay dry behind drywall. Efflorescence on the block, a crack that weeps in April, or a floor drain that backs up in a storm all have to be dealt with before framing starts. ## How long it takes

Drawings first, then the permit review, then the build with inspections at framing, insulation and final. Count the whole thing in weeks. A quote that promises a finished basement in a few days is either skipping the permit or skipping the inspections.

## Common questions

### My basement was already partly finished by a previous owner. Do I still need a permit?

For the new work, yes. If the earlier work was never permitted, the contractor and the City can tell you whether it needs to be opened up and inspected as part of the job. It is better to know before you buy materials.

### Can I rent the basement out afterwards?

A rental unit is a separate matter from a finished basement. Hamilton treats an additional dwelling unit as its own permit category with its own fee, and the requirements are stricter. Say so on the request form if that is the goal, because it changes the design from the start.

### Is a sump pump required?

Not always, but where the drain sits below the sewer or the house has a history of water, it is the difference between a basement that stays finished and one that gets ripped out. The contractor's moisture assessment decides it.

### What if the contractor says no permit is needed?
