Permits in Hamilton
The City of Hamilton Building Division at City Hall, 71 Main Street West, 905-546-2720, reviews permits against the Ontario Building Code and Hamilton's zoning by-law. Its list of projects that require a building permit includes finishing or partially finishing a basement, adding or removing walls, creating or enlarging door and window openings, new or relocated plumbing, additions, any deck attached to the house, and a detached garage or shed over 15 square metres. The same page lists what does not need one: installing cabinetry and flooring such as carpet, laminate or hardwood, painting, replacing plumbing fixtures in the same location, replacing windows to the same size, re-shingling with the same material, and replacing a furnace.

Where no new floor area is created the fee is one percent of the value of the work, subject to the minimum. Fees are paid when the application is submitted.
Two of our trades never touch the permit process here: flooring and carpet cleaning. Garage door replacement in an existing opening is not on either of the City's lists, and we have not had it confirmed either way; call the Building Division before assuming.
Hamilton homes and what that means for the work
Much of the lower city, from Strathcona and Kirkendall through Stinson, Gibson and Crown Point, was built before 1950. Those houses have plaster walls, original subfloors that are rarely flat, basements with low ceilings and stone or early block foundations, and garages, where there is one, that sit on a rear lane with a non-standard opening. Every one of those shows up in a quote: subfloor levelling before a floor goes down, moisture work before a basement gets finished, a custom-sized door rather than a stock one.
The Mountain is a different house. Post-war bungalows and side-splits from the 1950s and 60s have attached garages with standard openings, drier basements with more headroom, and the original hardwood under the broadloom more often than not, which makes refinishing a live option. Ancaster and Dundas mix old village cores with newer subdivisions; Waterdown and Binbrook are mostly newer builds where the work is finishing and upgrading rather than repairing what a previous century left behind.
